P2P Transfers
If you decide to purchase a firearm from a local resident, you will need a local dealer to transfer that firearm for you. This is due to the following two reasons:
In 2013 the Connecticut General Assembly passed Senate Bill 1160 (Public Act 13-3) which mandated that all firearm transfer within the State of Connecticut get a NICS background check and authorization.
Effective 9/11/2023, SLFU will no longer facilitate the private sale of a firearm between two individuals. The State statute for a firearm sale requires a query of the FBI-NICS system, which is not authorized by the FBI unless an FFL is involved. In order to satisfy the state law and the federal regulation, every private citizen sale to another private person must be facilitated through an FFL.
First things first.
RATTLESNAKE ARMORY CAN AND WILL REFUSE TO PERFORM A TRANSFER FOR ANYONE WHO WE BELIEVE IS INTENDING TO VIOLATE ANY STATE OR FEDERAL LAW INVOLVING THE FIREARM.
You will need to have the following with you when it comes time to transfer your firearm.
- Connecticut Drivers License or State Identification for both parties.
- One of the following for firearms classified for both parties as Pistols, Revolvers, or Others:
- Connecticut Permit to Carry Pistols & Revolvers
- Connecticut Eligibility Certificate to Purchase Pistols & Revolvers
- One of the following for firearms classified for both parties as Rifles or Shotguns:
- Connecticut Permit to Carry Pistols & Revolvers
- Connecticut Eligibility Certificate to Purchase Pistols & Revolvers
- Connecticut Eligibility Certification to Purchase Long Guns.
- Your current address must be on both documents provided.
- If your address needs updating
- Request an updated document from the DMV and/or CT DESSP SLFU.
- or Go to your local police department and request address update stickers.
- If your address needs updating
- Payment for each firearm being transferred. The current fee is $50 per firearm being transferred. Cash, Visa, Mastercard, Discover, and American Express are accepted. No Checks unless you are a repeat customer.
- For each firearm being transferred
- The Buyer shall Fill out ATF Form 4473, CT DPS-3-C (4x), and CT DPS-67-C
- The Seller shall Fill out CT DPS-3-C (4x)
- Do not bring in pre-filled out forms. We will provide the forms to you.
Payment for transfer services does not guarantee the State of Connecticut will approve your transfer. In the event the State of Connecticut denies your transfer, the firearm shall be returned to the party who provided the firearm.
